That’s a separate deal. That’s about creating a new state, not leaving the Union. This was over people being pissed about Trump winning and wanting California to leave the U.S.

The Texas Constitution does not need to give them an option of secession. ALL States have the inherent right to secede, assuming the people of that State choose to do so.

Interesting. If that's the case, then how did the following states secede and form their own union?

South Carolina, Mississippi, Florida, Alabama, Georgia, Louisiana, Texas, Virginia, Arkansas, Tennessee, and North Carolina.

(Kentucky and Missouri had declarations of secession and full representation in the Confederate Congress)
