i ask you that because it makes sense. why do you elect a representative? to work within the government FOR YOU. so why would you not want that rep to read the legislation he's voting for or against so he can accurately identify how and what affects you? If congress is voting on 1k pages of a piece of legislation without reading it, then we have a problem here. It's not any different than congress passing the patriot act without having read the damn thing.

My argument is that what Conyers said is true, THUS as intelligent people we must address how to get lawmakers to interpret legislation better and ensure that every piece is read.

I meant having sessions where the bills are read, interpreted, and questioned by a body of lawmakers. This instead of the grandstanding sessions that usually go on in the Halls of Congress. I've been to some of those sessions and they are unproductive as hell with most lawmakers minds wandering of on fundraising and constituents at home.
Serious people could find a better way to introduce and analyze legislation.

Congress tried to put together a bill to require "plain language" in 2008, sponsored by a Democrat, actually. Although I don't know if it would apply to bills; probably not, since they exempt themselves from most laws anyway.
Your Utopian musings about constructive debate in Congress is will never happen, so stop dreaming. Decisions are rarely made withing the confines of legislative chambers and the larger they are and the more power they have the more the members aggrandize. And Democracy was never designed to be efficient.
Better to limit their power and require them to vote on matters that their constituency can be expected to understand. Thus the three page rule.
