If that were true the National Weather Service should be done on a piecemeal state-by-state basis. We should al be left to our own devices in guessing when the next big Hurricane Katrina, Harvey, Sandy, etc, hits.

The problem with our health insurance system is that it's fragmented 51 different ways; each state (+ DC) regulates health insurance differently. Each state (+ DC) has a state insurance commissioner that is elected by the people of that state, to regulate insurance in the state. Most states allow plans from other states to be sold in their market, however few people enroll in them because of the complex regulatory framework between states. What Robo wants is for an insurance plan in one state to bypass another state's regulations so the plan can be sold. This is an anti-10th Amendment position, because it forces other states to accept regulation from one state that runs in contradiction to their own. The only way to solve that is federalism. You need a standard, uniform regulation across all the states that makes it possible for out-of-state regulations to overrule your own state's. Whether he knows it or not, Robo is making a case for a single payer.
