First of all you need to calm down and shelve the faux outrage. Secondly, you need to inform yourself.
This was not a "ruling". This was a sentencing. Judges have had leeway in sentencing guidelines forever. This is not unique.
Word games and semantics are the purview of losers who have no argument to make. Ruling and sentencing are only different in a technical sense. It can accurately be said that the judge ruled on the sentence.
And, he went much lighter on Manafort than his crimes and long history of them merited.

But as I said earlier, I wasn't hoping for him to get the maximum sentence anyway, as long as he and his family do not continue to live in luxury off of his criminal gains or to profit off of his notoriety.
Manafort's sentencing is consistent with hour people of his age, criminal history and crimes usually get. So slow your roll.

Manaforts investigation and subsequent prosecution had EVERYTHING to do with Trump and you know it. That isn't to say he shouldn't have been punished for his crimes, I am merely pointing out that he was on the FBIs radar for years for these crimes and they never pursued him.
All of this was done because of Manafort's association with Trump. I firmly believe that had Manafort never been involved with the Trump campaign, he would have never been pursued by authorities.

That's what he gets for tying himself to the campaign of another criminal who had the temerity to get himself elected to the most closely scrutinized office in the world, knowing full well, or if he didn't know full well, he should have, that once in office, every detail of his life including his past, would be examined under a microscope.
