What the left/media was doing did not prevent Trump from taking actions to prevent China from biting us in the ass. What should he have done?

As I said somewhere else, thousands of Chinese immigrants were coming into the country from Wuhan well before the first positive COVID test in January. As far back as November. Who knows how many of them were asymptomatic carriers.

I do not hate Trump. I hate the fact that he is sitting in the Oval Office making America worse than it was.

He should live up to his campaign promise of the last election to MAKE AMERICA GREAT AGAIN.

He should resign. That would do the job.

Thereby proving Congress is to blame. Trump can submit whatever he likes, but Congress controls both the legislation and the purse strings. Trump cannot sign a budget without Congress approving it first. Call Congress spineless, cowardly, kowtowing, whatever you like but they are also completely responsible for the budget regardless who wrote it in the first place.

Correct, but it takes 1.5 years for the OMB to prepare the budget and Congress does not really have the time to do much but add or subtract a little here and there. They can't even get a budget passed by October. And, since 70% is fixed Congress (or the president) has control over a relatively small part of the budget. Also, Congress knows the president will not sign a budget that contains major changes he doesn't like. It has been that way since Congress gave the president the authority to prepare and submit the budget in 1947(?).

True but none of that negates my point nor makes Trump completely or even mostly responsible for the budget. The problem is and always has been Congress. The fact they are dysfunctional doesn't change that fact. The problem isn't Trump, but a dysfunctional Congress elected by a divided people.
It would be silly to put it all on Trump. He's the President, but Congress approves the budgets, the tax rates and the funding of agencies. I'd put over 90% of the blame on Congress but since it's easier to blame one fucking moron than 535 fucking morons, people often either give the President all of the credit or all of the blame. That's not reality. That's not the way it works now or since George Washington.

I didn't blame Trump for anything, but I disagree the president is not primarily responsible for the budget. Congress made him responsible in the Budget and Accounting Act of 1921 and created the OMB to carry out that function. The president lets Congress know in advance that he will not accept items they may be considering he opposes. The final budget is within 5% of the budget the president submits. So, the final budget is basically that prepared by the OMB and submitted by the president.

The travel ban might have mitigated it, somewhat.

But the virus was already in the country even before the first positive test in Seattle back in January. The odds *against* the first test catching the first infection are astronomical.

IOW, this was going to happen no matter who was President or what Congress would have done [and they were full-tilt impeachment at the time] because the Chinese government dropped the ball.

Trump preparing a budget is not the same as Congress approving it. Congress holds the purse strings. They are ultimately responsible. Trump can veto it, and not even a line item veto, but 2/3s of Congress can overturn the veto.

The OMB are accountants. If it's just Trump and OMB, then what is Congress doing?
