The 'regional records' don't exist. It's not possible to measure the temperature of a 'region'. Temperature can easily vary as much as 20 deg F/mile.Again, not global. We have no significant records of the middle of the Pacific ocean in the 1800s. Same for Antarctica. Same for most of Africa, South America, etc. That's not global. You're talking about regional records in civilizations advanced enough to have the equipment to make measurements (equipment that itself was not remotely near the accuracy we currently have btw)
Climate cannot change. There is no value in climate that can change. Climate has no temperature.Of course climate change is real, it is constantly changing. It changes due to vast cycles and inputs well beyond anything we have power over.
