Cold does not affect wind generators (other than being more efficient airflow through them). Ice does. Ice on the propeller blades require the machine be shut down, no matter where it is.

Power plants do not need 'weatherization'. Boilers fed by natural gas, oil, or coal do not need any special treatment for cold temperatures.
