There's an example of the problem. Police are being laid off so they must prioritize the crimes they investigate. Why are you having such difficulty understanding something so simple?

The money given to the States/communities prevented the layoffs. Try to connect the dots.

How old are you? Have you ever had a job? Do you not know what setting priorities means? If the Police staff is cut there are not enough officers to do everything so they prioritize.

But you seem to be attempting to promote the idea that they will ignore the store robbery and will instead concentrate all their efforts on the bank.

Priority. Do you not understsand what that word means?
 
Logic and common sense are substantive. Again, it's unfortunate you're not able to understand.

And when you begin to exhibit some of that logic and common sense, then maybe your presentations will be closer to the facts instead of just something that sounds and feels right.
