There's an example of the problem. Police are being laid off so they must prioritize the crimes they investigate. Why are you having such difficulty understanding something so simple?
You proposing such, does not make it so.
Now; if you have something that shows that this is the new guidelines, I'd be happy to take a look at it.
Otherwise it's just more of you atttempting to make something out of nothing.
