I can understand rejecting dispersant agents if they would cause issues, but skimmers need to start running now, instead they sit at their home ports in most cases, not even on the way...

Can you tell me which law is in the way? If it isn't the Jones Act, that is the one that needs to be waived, and right now.

I don't know that they need permission from the State Department necessarily. They need to be retained by somebody in order to be paid for whatever work they are going to perform, but I don't think it necessarily has to be the State Department.
