The projectile that struck a train station was launched by Ukrainian forces from a town southwest of Kramatorsk, Moscow says
A Tochka U ballistic missile, which reportedly killed dozens of civilians in the Ukrainian city of Kramatorsk on Friday, came from a town under the control of Ukrainian forces, the Russian Defense Ministry has claimed.
The missile was fired from Dobropole, around 45km southwest of the city, Moscow stated.

Agreed in part. However, the attack on the train station was a cluster bomb used for a soft target like evacuees. They fired at least two with one shot down and the other responsible for killing dozens of innocent people. A hard missile aimed at the railroad tracks/engines which had collateral damage would be a defensible argument of targeting a military target. Clearly the Russians went for the soft target of civilians waiting to leave the city.
Had they shown previous restraint in killing civilians, I might buy your argument, but they are deliberately targeting civilians as a terror campaign no different than Hitler raining V-1s and V-2s on London.
