Even if you grant that Trump has the power to designate drug gangs terrorists groups (he does not), that DOES NOT mean he can simply look at the ocean and designate any boat he sees as being loaded with those drug gang members and then summarily execute them.

That is not how US or International law works.

And proof of that is that if he went to a lower standard and simply captured them and sent them to Guantanamo bay for torture interrogation until they admit they are those drug gang members (a far less punishment then summary execution) he would be violating international and US law doing that and made to stop.
