Both the House and Senate can stop the budget. It originates in the House. It then works in conjunction with the Senate. It is then signed by the President. With checks and balances in place, you cannot have spending without consent of the three. All three are thus responsible in the good times and bad.

Try improving your reading comprehension skills. ALL THREE HOUSES... House, Senate, WH are responsible. That does not mean every single rep is responsible for agreeing to every single bill.

Also, the cap gains reduction (the biggest giveaway to the rich signed by Clinton) had a far greater impact than the 93 budget reduction act. A budget is done every year Desh (or at least it used to be until Reid decided he didn't need to live up to his duties). If the 93 bill was so good... why did we continue seeing large deficits for three years after it passed?
 
I'd hardly say he "lost the war" with health care, historically he'll always be noted as the President who got the Gov't to have a say on it's citizens health care, a dream of all the Presidents going back to T. Roosevelt. Eventually it will occur in some form, even the ACA still isn't replaced

The tax bill will get a sugar high, Americans will get giddy about the few hundred dollar decrease they see, but down the road when the bill comes the real effects will be understood

if they get giddy about this decrease they see does that mean next year will be a good year for republicans? :)

Yes Rune. But that has nothing to do with what we were discussing. Clinton and the Rep Congress did a good job at attempting to balance the budget and stick to it. They came within $20B of actually having an ACTUAL surplus. Which is a great accomplishment. But it doesn't alter one bit what I stated to Desh.
