Both the House and Senate can stop the budget. It originates in the House. It then works in conjunction with the Senate. It is then signed by the President. With checks and balances in place, you cannot have spending without consent of the three. All three are thus responsible in the good times and bad.

You are dancing around the point. There can be no spending unless a bill is written and passed by the Republican House! It all begins right there.
No, I am not. The House starts it, just as I stated. But there can also be no spending if the Senate doesn't approve it. The President also has veto ability. so unless all three agree or the House/Senate have veto proof majorities... there can be no spending. All three are responsible.

As I have stated many times in the past, including on this thread... the national debt has risen every year since Ike in 57. So clearly both parties are responsible for increases.

As soon as this passes, you're going to hear a LOT from Republicans about the deficit as they call for spending cuts for the public, including gutting Medicare and Social Security likely.
But not an ACTUAL surplus.
We do need spending cuts. DoD is a good place to start. Social Security is not a big problem, though they should increase the dollar limit on taxation or create a donut hole.
Medicare is going to implode. We cannot continue to see the increases in the health care industry outpace the rest of the economy. We have to address the causes of cost increases. Starting with the overly litigious nature of our society, especially within that sector.
