I would like to know, since we pay into unemployment insurance through payroll deductions, why isn't it untouchable like SS? unemployment was never meant to run in perpetuity. That is why they have had to continue passing extensions.

It was not designed to run in perpetuity because that takes away the motivation to find a job. If you know you have six months to find something, you either find something or end up on welfare. if you know the government is going to continue sending you money as long as you are 'looking' you don't have the same incentive to take a new job.
