Regulation is needed in order for capitalism to work. Though, sometimes those regulations are used in order to stifle competition and that is not good for Capitalism.
Also if the crooks have a regulation/law that prevents them from achieving their goal(making unlawful profit)? They just get it deregulated.

Yes. We'd be much better off. Since free trade, we have noticed big American corporations run by criminal elements are now bribing our governments. The result is more taxation, higher cost of living and more drugs(and thus crime) on the street.
