Actually it is the motto of the World Economic Forum, the originators of the "Great Reset".
A little research is in order here.

They don't even try to hide their incredibly evil intentions.

Biden clearly chose it because he is their lackey, and his hubris as illustrated by his undeniable molestation of pre-pubile girls directly in front of their Parents.
This is an obvious play that makes clear he feels unreachable power over the parents (and any other people in the room).
