There is a difference between not passing all its regular appropriations bills and passing none. Previous Congresses have often passed some of the appropriations but not all of them by the Oct 1 deadline. This GOP controlled Congress has passed NONE of them. Not only that, this GOP congress isn't even close to passing any of them.
Schumer is not in the House. The House is under the control of the GOP. The GOP House has been on vacation for 10 of the last 13 weeks when they could have been working on passing all 13 appropriation bills. The fact that the House has not passed them puts the blame on the GOP for not doing their job and instead taking 10 weeks of vacation. If the House had passed the bills you might be able to blame the Senate but because the House decided to take vacation instead of doing their work it looks to be the fault of the House.
