It doesn't have to be "active" to not be passive, shit for brains. A sign or brochure is not active! A button or sticker is not active! There is ANOTHER word that goes with "passive" in the law, it's "electioneering" and that means stuff pertaining to the outcome of said election. A wall-sized mural of one of the candidates does not constitute "passive electioneering" by any stretch.
BUT... I tell ya what.... NEXT election, we'll see to it that EVERY polling precinct in Red State America is plastered with images of President Romney! When Democrat voters go to the polls, we'll make certain they have to walk through a maze of "passive" Romney banners to get to where they vote, and the voting booths will be plastered with ROMNEY stickers!
