Contrary to popular conception, Putin does not have absolute power to deploy and use nuclear weapons. If he decided he wanted to fire an ICBM at the United States, for example, he would have to go through a whole chain of authorizations. Even if all his top generals and ministers signed off, the “human factor” would enter the equation. As for use of tactical nukes against Ukraine, even the most rabid anti-Ukrainian Russian fanatics don’t want the radiation clouds drifting into Russia, which is what would happen.

Putin & Co. openly bragged he could conquer Ukraine in less than two weeks.

He has engaged in nuclear brinkmanship before, only to back down latter.

He threatened Finland and Sweden when he heard they were thinking about joining NATO, only to back down later.

He threatened dire consequences if NATO supplied heavy weaponry to Ukraine, but we continue to supply Ukraine almost with impunity.

im familiar with the Russian protocol for ICBM. I dont think that applies to a theater nuke.
I dont know the prevailing winds, but at that point it's a secondary consideration

There are no Ukrainian or NATO troops on Russian sovereign soil, nor are there indications, plans, or rumors that there will be.

Men and weapons right now but in time Putin will be forced to withdraw from all occupied territories in Ukraine. He's going for broke,he's all in and the tide is turning as new weapons and ammunition are arriving in theater courtesy of NATO countries as we speak.
