Nobody controls the impeachment but the house and Pelosi decides for them. That is what the constitution says. It does not enumerate anything about the paperwork. It says the House makes the rules. just like the Senate will make the rules, once she decides to give them to the senate. Then you will string post about how the Senate has the sole power to run the trial.
