Norway has less than 5% the GDP of china and it is developed. China is developing.

As I mentioned before there is no need to join an organization to set a goal. NY and CA will be following the goals and more power to them. There is no reason to join a treaty that obligates us to fund our closest competitors.

Well, in point of actual fact Netherlands and others are developed and china is not, the GDP notwithstanding. I thing those definitions are from political science from the 1960s through 90s.

How is tha fair? Well it is both fair in the sense that china has only been an industrial economy for 30 years and holland was a seminal merchant state for several hundred, and while holland was polluting in Antwerp a century ago, china was a sleepy insular hollow honing its king fu chops and had an agrarian based economy.

Why am I the only person who appears to have a decent sense of history and a college education?
 
FYI the UN has also argued that 100 billion dollars a year is not enough and developed nations need to cough up more cash. How does it feel to get 0? :3
