Google is not your friend lol.
Almost invariably, when you're dealing with government corruption or inefficiency you wont look long before democrats start turning up. The Lousiana governor at the time, Kathleen Blanco, was late [late!?] in asking FEMA to respond. The way the system is set up, FEMA *responds* when requested by local authorities. Of course, you can take the partisan angle and try to blame Bush for that, since Bush could have called them to respond, but the primary responsibility lies with local officials and it turns out they were all Democrats.
Another one was the mayor of New Orleans, one Ray Nagin. Turns out Ray was a real winner. Ray is now inmate #32751-034 in our federal prison system. Ray was convicted on corruption charges.
Sadly for Ray, his last name isn't Clinton. But Ray, who happens to be a black democrat, had the brilliant idea to house a few tens of thousands of mostly black people [I'm thinking it's probably a good thing Ray was/is black lol] in the Super Dome without sufficient food and water. As you recall, that was the crux of the crisis which precipated all the political fall out for Bush.
Bottom line, democrats at the time were looking to take Bush down and Hurricane Katrina provided an opportunity for just that. But the actual facts suggest there was plenty of blame to be spread around---and it started with Democrats.
But you would never know that based on the way it was reported and/or remembered. Isn't our media just lovely?
