Wrong, because the supposed legal surveillance of foreign targets Russia, was the product of Obamas CIA leaving Russian electronic tracers designed to be found by the NSA, thus enabling legal recording of Trump who was the real target not Russia. This is what Wikileaks presented in vault 7, which they received from a Trump friendly NSA or CIA agent.

Where did you get the idea that the surveillance in question had anything to do with Russia ?
Neues said none of the reports he read mentioned Russia or Russians and he was unsure whether the surveillance occurred at Trump Tower -- as President Trump has suggested. He also was unsure if then President-elect Trump was captured by the surveillance, which occurred in November, December and January.
Where did you get the idea that the surveillance data originated from the CIA ? We don't actually know that for a fact.

( foreign if a FISA was used) to surveil on the transition team, without naming the transition team as targets.
