Trump has no choice but to watch congress act like babies, then try and send a message of his own to Russia that we have not concluded they did anything out of the ordinary in ragards to relations, to hold onto some sort of workable relationship with a very important player in one of the most threatening issues that face this country and it's security.

Putin did just enough about the new imposed sanctions to save face. He did not approach being as aggressive about it as he could .. and he acknowledged that being too aggressive would hurt him.
He knows his hands are tied and that he can't get too tough with the US without hurting himself.
