That aside, no not every liberal is evil. If I had to guess, this judge simply hates Trump for one reason or another and saw this as an opportunity to smack him down. His initial ruling to stop the project entirely was overturned on appeal with the appeals court remanding the order back to him saying he couldn't stop a national security project. So, this idiot judge simply narrowed his ruling, and it will go back to the appeals court to be smacked down again.
