A liberal administration would put diversity ahead of more important considerations. Not that there's anything wrong with having a diverse cabinet.

In contrast, Trump only wants the best people. He doesn't say 'send me ethnically or racially diverse people to consider'. He would say 'give me names of people who are best qualified for the job'. If it happens they're a minority, that's cool too. But I'm going to fill the position with the best person, ANY other considerations are secondary.

That's insane. trump just put Ben Carson into a position he's totally unfit to fill but I suppose that's his shout-out to the African Americans he was so "concerned" about during the campaign.
 
Article II, Section 2, Clause 2 of the United States Constitution, known as the Appointments Clause,
means Trump can put in anyone he wants with the advice and consent of the Senate.
Usually deference is shown to cabinet posts-unless something comes up in the nomination process.

So Carson and Tillerman get confirmed unless the Senate finds something wrong with the picks.
