You are forgetting one thing. The population is based on the census of 2020. No state can grow in population for reapportionment until after the 2030 census. All you are doing is taking the undocumented out of the totals. That means that Florida, California and Texas all shrink.

Then you are ignorant of another thing, in each state the districts must be relatively equal in population. When you eliminate a district in a state, the reduced districts must also be equal in population. You don't get to eliminate a district and just put all those voters in another district. Every district has to be redone to make them equal. If you have 2 blue districts that are 80% blue and 5 red districts that are 60% red, when you move from 7 to 6 districts, it would be impossible to have only 1 blue district and 5 red ones.

The minimum House Representatives a state can have is one. That is why Wyoming has one representative for 586,000 people and Delaware has one for 989,000 people.

If people leave one state and don't leave the country, they go to another state. It's a simple concept.

At least, you get one EC vote and seat from the House side of things. Every state gets 2 for the Senate. The number of representatives in the House is fixed. The number of people one represents is variable. States with just one Representative always get that one regardless of population. States with two or more get one based on the overall population and how that is divided per Representative.
