Warmer temperatures mean the chemistry can run more effectively in the battery. Excessive temperatures can cause damage to the battery, and EV batteries are liquid cooled. It's pretty effective. The motors are also liquid cooled in most EVs.
Range is reduced because HVAC on an EV also runs from the same battery. Higher temperatures mean the compressor is running more, consuming power otherwise available to move the car...thus reducing range.

...or they could do the old VW Bug method of cooling the cabin...open the windows and drive fast.

I think that varies far more greatly than you give it credit for. Western US cities are far more spread out than ones on the east coast. But even if it were 100 miles per shift, and the battery at near half charge, it would have to be recharged for the next shift or there is a risk the vehicle might run out of charge during the second shift.
Then there are departments that assign officers their vehicles 24 hours a day and the officers take them home. That would require the department install home charging stations for such vehicles at officer's homes since they, not the officer would be paying for the electricity.

Without going into detail, my son is a very high ranking executive in a business that is directly tied to the automotive industry. He has the benefit of driving a company vehicle. He called me for my input and as this was to be a third vehicle and there was no limit to the cost. I suggested that he might try an EV just to transport himself back and forth to work. He chose a Mercedes EQE 500. After a good eight months, this is his least favorite car. At Texas summer temps on charging, he loses a full 30% of range and last winter he asked me why during the Texas winter, he was losing 20% when the temp dropped to 40°.
He has concluded that his vehicle is suitable for temps in the 60° range to get an optimal range of 280 miles per charge, and then only if you monitor what accessories you are using.

He will be replacing this vehicle with his old love, an Audi A8.
 
Perhaps every American should have at least two motorcars,

a gasoline powered one for extended trips and an electric one for local driving.

It doesn't appear that the electrics are sufficiently convenient for the former.
Taking hours to fully charge, if that is indeed the case, is certainly not tolerable.
Even 30 minutes is not tolerable.

If ICE cars were used only for extended trips requiring an on-road refueling,
emissions would still be significantly reduced in the major metropolitan cultural centers.
Out in the boonies, the shitkickers don't appear to be concerned with air quality.

That is where the hybrids come in. Gas/Electric for those who may not be able to get a timely recharge.

I think the so-called "Climate scientists" are more like the ones the tobacco companies hired to prove smoking was safe. They have a massive, almost total, track record of being wrong on their predictions. These same retards told us that we had to get rid of CFC's to fix a hole in the ozone layer. We did and the hole is still there, even though they predicted it should be gone. Worse, now they've found a bigger hole over the S. Atlantic they didn't even know fucking existed 20 years ago...
