I didn't say felons couldn't have their rights restored by judicial fiat. Federal law allows for the restoration of gun possession rights if the conviction in question has been expunged or set aside, or if the person has been pardoned or had civil rights restored.
I said - correctly - that the law prohibits felons from possessing firearms.
The 1968 Gun Control Act and subsequent amendments codified at 18 U.S.C. prohibit anyone convicted of a felony and anyone subject to a domestic violence protective order from possessing a firearm.
