There are Two basic political ideologies: 'Individualism' & 'Collectivism'

The right claiming they are for limited government is like they are economically conservative. It is what they say to convince each other, but actions belie it. There is nothing more intrusive than abortion laws in southern states being implemented by Rightys. They have the power to come between a woman and her doctor if they suspect abortion. They can check whether girls are in menstruation. If a claim arrives saying they believe a girl was trying to get an abortion, the police can come down on them. They will enable the police to intervene in a woman's most private rights.
They are interfering in America's election system. Our system works extremely well and is checked after every election. They want to have right-wingers in charge of all of it. That is not to keep it fair and honest, but to make it lean far right. Volunteers at election polls are afraid for their lives. They get terrible abuse from Trumpys. The right wants to be in every part of our lives, except that want corporations to be free from regulation.

It came out of the Rennaissance in Europe, and particularly England where people tired of absolutist monarchies and other forms of authoritarian rule. Some of the earliest writers on this were people like Thomas Hobbs and John Locke. Their argument was that government ruled by consent of the governed, not by some divine right or fiat of power. They further argued that it was the individual that mattered and individuals had divine rights that couldn't be abridged. Others, like Adam Smith added the argument for free trade rather than stifling guilds and need for government permission to enter business. He saw monopolies and state-business collusion as an evil.

Classical liberalism is the converse of modern liberalism.

Seriously, Hobbes was a totalitarian. You need to actually read the people you cite.

Hobbes argued AGAINST individual liberty.

That classic liberalism is rooted in individual rights, freedoms, and a free market. That government is derived from consent of the governed, not by fiat.

Modern liberalism is the opposite arguing that society as a whole defines rights and government should control the market as part of that society.
