People want to see the leaders they vote into office showing concern.
Perry is skipping out because he knows the flack he's going to get from the press over his evisceration of volunteer firefighter's budgets.
Right now the story isn't a national one, and he's doing everything in his power to keep it that way.
Yeah, that is a great answer. The people outside the disastor area want the illusion that their leaders care. The fact that a visit, with all the security measures and administrative redtape that goes with it, hinders the rescue work being done and slows the recovery is meaningless to those out there glued to their tv.
What you want is a media circus at the expense of those who desperately need help. Nice to show such compassion.
