You are the one with the conspiracy theory there. He's talking faster to make it seem like he has energy, his speed, not "that speed that they gave him" that's your own imagination's concoction. Though I do believe that they give him forms of speed used to push off dementia, that was not what I was talking about there.
He was pushing his rate of speech, creating some of his own problems as his natural mush mouth got in the way. Like the line where he was shouting about vetoing any legislation that would raise the rate of prescription drugs, which would never pass congress (even he had to admit that "not many" republicans would even suggest it) turned into an incomprehensible mess. If you even think of "wrapping maize in blasamempharus rugs I will veto it!" (something like that is what my wife asked... "did he just say?")

I have a military pension along with Tricare, but after age 65, Medicare is billed first, Tricare second. Only the rich can afford to not need medicare in retirement. Ergo, he's either rich or lying about Medicare.
