Many already have,I'd argue it comes down to incentives. There are certainly people in places like NYC and SF that complain about higher taxes and their effects, but at the end of the day they aren't leaving either City.
That is does.But then you do have some (wealthier) individuals and business that do choose to either relocate or at least expand elsewhere. And that can have a very real effect on a City's budget.

If I were really rich and had a second home that was going to be taxed, I'd "sell" it to a corporation I own that was in another state and then "rent" it to myself when I stay there instead of owning. Now, Mamdani gets ZERO tax benefit as the second home is owned by an out of state corporation. Sure, the other state gets some small tax benefit (because I picked a low corporate tax state) but that's nothing compared to dodging Mamdani's tax.
The rich didn't get rich by being idiots. But any idiot can be a tax the rich socialist. Socialists always wonder why their tax the rich schemes fail...

For many things politically we view them from a right and left prism. Democratic socialism can get a little more granular as we saw with the Bernie- Hillary and then Bernie-Biden Democratic primaries.
In my world, San Francisco is obviously a very liberal City. We don't even have Republicans run for office here. Yet progressives/democratic socialists still complain because by San Francisco standards, more moderate Democrats have held the Mayor's office for over 35 years straight.
You look at New York City and I believe their City Council consists of around 51 people or so. And maybe 5 of them are Republican. So basically Democrats have total control. Yet even then there can be differences on local issues among those Democrats.
So when it comes to higher taxes etc. NYC is already doing it. Mamdani is going to try and push it further and we'll ultimately see where that leads.

If you sell to a corporation, the corporation gets zero homestead rebate, so would be paying the higher second home tax anyway. There would also be property transfer taxes, and a reassessment of property taxes which is going to mean a massive increase.
