Do you think he realizes that it was the inability to obtain fifty votes that killed the latest attempt? Do you think he even knew what was in the so called "skinny bill" or any of the failed attempts?
Usually Presidents direct policy, fill the role as chief legislator, setting the shape of policy by recommending legislation and working with the legislature to achieve those goals.
Questionable if this President has any idea of what is being done or even how the process works, instead he has disassociated himself, blaming them, "the Republicans," the same entity he is suppose to be directing as party leader
