In a way, yes, I do believe the Constitution is somewhat of a living document.

I would best define it as a Work in progress!

You know all about the rules for changes (amendments) to the Constitution, written in the Constitution!

Supreme Court Judges may only use what has been laid out by the legislative branch to establish their decisions. They may also review a presidential executive order to make sure it does not violate the Constitution. They do not write the law!
