The rockets they use are 'stone age' ones. These are simplistic WW 2 version unguided rockets. They use simple fuels like double base nitrocellouse propellants (essentially smokeless gunpowder). The rocket itself is a steel or aluminum tube with a nose cone and some fins stamped out on a jump shear.

You could make one in your garage with stuff you bought at Harbor Freight and and an ACE Hardware store, other than the propellant. If you wanted, the propellant could be made using ground up old tires, acetone, quick lime, and asphalt or roofing tar. It's backyard engineering at its finest. The warhead is just some explosive. If you are in a pinch, ammonium nitrate from the garden store is workable if you know how to refine it. If you go a little bit further, there's a number of really easy to make alternatives a rocket can use. Impact fuzes are simple to do too.

Actually, I do believe that biden's IQ is way less than 115, and if he was to take an IQ test today, methinks it would show a zero rating.
