The immigration issue is a form of "natural disaster". For most states to say "It's your problem" when it's Federal law that is the problem is as silly as saying Hurricane Sandy is New York's problem or an 7.0 Earthquake is LA's problem. Isn't solving problems like this part of the function of Federal government?
