Reading Trump's statement, what he's saying in effect is I'm not going to spend a lot of the money Congress appropriated in this bill because it's a waste so I'm going to redline it and I want Congress to remove those items in a bill resending them. Just because Congress appropriates money for a particular purpose, the President doesn't have to release those funds immediately. He can foot drag quite a bit on that.
