Loans to foreigners have to be approved by the government via the SA Reserve Bank. Those are largely domestic issues as they require as much as half down for foreigners and will tax the skid marks out of your underpants when you sell there. It isn't a market where you are going to see a lot of foreign flippers/speculators.

I could tell from prior posts of yours that your financial knowledge runs deep. And I respect that.

The scenario I was picturing, ... was one of a foreign bank setting up in an African country ... and then lending money to home buyers and builders so the people could build personal wealth.

They would be idiots to be quite frank, and that is for reasons having nothing to do with the current kerfuffle. A friend of mine from HS did 3 years there as a missionary of some sort or the other. even with the black community, it is apparently a blood bath when it come to land ownership--literal and figurative--per him. Outside a couple cities, SA is a poophole per him. He worked in part in trying to protect land for orphans who inherited it when their parents had been murdered or otherwise died.

One of my dad's oncologists was from South Africa as well. She had nothing good to say about the place other than she was glad when she left it.

Apartheid never ended in SA. They simply replaced black discrimination with white discrimination and the result is collapse.
