of course testing programs are effective, if the infection rate is incredibly low, like it was here in this country long after trump was first briefed about how incredibly lethal and infectious this virus was. after too many people are infected, then it becomes less effective and too tedious to try and maintain, idiot. try to think- if not very many people in an area are infected, then testing would help isolate them, and the infection would be unable to spread. As you can see, trump had until the end of March to get a real testing program in place, a real contact tracing program in place, that could have limited the spread by many many times..but HE ADMITTED HE LIED ABOUT HOW DANGEROUS IT WAS DURING THIS TIME....
