Why is the FBI sending herds of agents and SWAT teams to collect a cell phone from some Republican or another? They've done that multiple times. Why does something so simple require numerous agents or an armed team of them to do that other than for intimidation?
Look at how the Russia 2016 election interference scandal went. FBI agents quit rather than face potential prosecution as government employees over that.
Or, how the agent that authorized the Mar-a-Lago raid suddenly up and quit because of the same threat.
