But speed alone is rarely the cause of an accident.

Absolutely correct. It is poor driving that causes problems, such as parking your ass in the left lane....such as exiting to the right from the left lane...such as weaving through traffic.

At current highway speeds, it takes me roughly 2 hours to drive to Tucson (~150 miles), about 3 to Flagstaff (~200 miles), and 6 to Los Angeles. If forced to drive 45 mph those times roughly double. That eats into both work time and turn-around time such that those trips become far more expensive because of lodging, loss of work time, etc. 45 mph is insanely stupid as a highway speed.

It wastes fuel too. The difference between road drag and aerodynamic drag is unbalanced at that speed.

Time is friggin' money. For example, if you were a truck driver and knew you could leave Phoenix loaded for LA at 6 am, arrive at a destination in the LA area, unload and load, then return to Phoenix at 6 pm and then go home is that preferable to you loading and leaving Phoenix at 6 am, arriving in LA in the midafternoon, having to pay to stay the night in a hotel, then return with a load the next day for less pay would you accept having to drive 45 mph?

Would the shipper be willing to take the hit for the longer shipping time and higher costs?

Lower highway speeds raise the cost of anything that is shipped by truck. For people it's the same way. If you decide to drive somewhere for vacation to have the convenience of a car, and the lower highway speed means your only alternative to that is to fly and then rent a car at more expense do you still choose that vacation plan?

There is reason the strikes occurred over the double-nickel limit.
