I saw Secretary Powell's casus belli presentation at the U.N. General Assembly.

And it all turned out to be lies. There was never a single mobile WMD lab ever found.
July 2003 Ambassador Joseph Wilson published a New York Times op-ed article
"Some of the intelligence used by the Bush administration was twisted to back up the Iraqi threat."*
"It did not take long to conclude that it was highly doubtful that any such transaction had ever taken place."*
~3 days later Secretary Colin Powell responded:
"At the time it was put into the uh State of the Union my best understanding of this is that it had been seen by the intelligence community and vetted. Uh but on subsequent examination it didn't hold up, and we have acknowledged that."*
"You seem to be confusing Bush's national speech to the public (in front of Congress), as him "informing them", but they were already informed independently before that happened"
If you're accusing President Bush of repeating himself, I'll not contest your point.
But whatever whatever whatever, President Bush said on camera, to all citizens both legislators and not:
"Intelligence gathered by this and other governments leaves no doubt, that the Iraq regime continues to possess and conceal some of the most lethal weapons ever devised."

That would ABSOLUTELY have to be a lie.
It's impossible for a falsehood to be a certitude. Bush presented the falsehood as a certitude.
