I kind of agree with you. The problem I see with a review board is that it could raise other constitutional issues, for example if blacks are overwhelmingly deemed not worthy of getting their rights back.
At this time, and I am open to change, I believe that once you serve your time, including parole or any other conditions, you should be restored to full citizenship that includes all the rights people who have never been convicted have. If not, then prison really is not about rehabilitation, but solely about punishment and we should stop fooling ourselves.
