Putin is treading a thin line. He promised Russians this would be a painless "special operation", not an actual war, that Russians would be treated as liberators, and his state media keeps sugar coating how well the special operation is going.
Putin has been trying to spare the affluent classes of Moscow and Saint Petersburg any pain, by putting the burden of fighting on poor rural Russians, mercenaries, and ethnic minorities from the autonomous republics.
If Putin ordered a full mobilization of seven million Russians tomorrow, it would call into question his ability and credibility to lead, and possibly lead to social unrest.
