It wasn't an issue until Pakistan ( Khan) gave them the bomb blueprint. All administrations have worked furiously using intelligence, treaty and diplomatic power to stop bomb development there. Trump is simply the guy in the chair as they progress unacceptably close to having both the warhead and rocket capability. None of the elements are that advanced, especially guidance. I fear we may have to actually do something if indeed this kid leader (Kim Jong Un?) is an irrational actor. To do that we need both China and Russia on board and the rest of the UN Security council.

Paul only seems interested in notification by POTUS for the war powers act.
Of course he is against interventionism also - but I look at this as not being interventionist -
so long as it's just a 1 time strike. I'd prefer it didn't happen,but if it's limited and proportional..OK
