You would be incorrect, but that's nothing new.
I can only imagine your outrage if you discovered that a government employee spent all day posting here and used the same excuses you've given.
If the gov't employee had the same job I do, it would be perfectly acceptable.
Look junior, let me help you out a bit. I am a safety professional. I work for a utility construction company that specializes in power lines, gas pipelines, and fiber optics. We mostly use subcontractors in our work. When they setup their worksite or workzone for the day, I am part of the approval process. I also stay onsite during any difficult or potentially dangerous parts of the job. But I do not actually direct the workers, because they are not my employees. I am responsible for making sure the safety protocols are followed. Which means, I am on the jobsite observing and waiting for certain phases of the job to start. If the subcontractor is boring under a roadway, I will be onhand. But there is nothing for me to do unless something goes wrong. So I have time on my hands. But I do not wish to be so involved in something else that I am not capable of handling whatever comes up.
