A ruling of the ICJ is binding on all UN member states. That doesn’t mean Putin will comply, of course. It does mean the court has dismissed Putin’s claims about “Nazis” and “genocide” which he used to justify the invasion.
I doubt if Zelenskiy expects Putin to comply with a court order, but this will make it harder for him to drum up support anywhere. Not even Xi wants to be associated with an international outcast.
Maybe Frank Apisa is right and Putin could use it as some kind of get-out, but I can't see that myself. One thing is for sure: Putin will be wishing he hadn't gotten into this. It's the biggest mistake by far of his entire career.
