you are lying. the Resolution Clinton and a minority of democrats voted for said nothing about an invasion. It was an ultimatum to Saddam THAT HE ALLOW THE INSPECTORS BACK IN AS HE AGREED IN THE KUWAIT CEASE FIRE WITH THE UN, NOT THIS COUNTRY. we had no treaty with Saddam. only the UN had a treaty with them. the Resolution said if Saddam did not allow UN inspectors back in with complete access, then the US would be authorized to use force to make him comply. Nothing about an invasion. A month after the Resolution passed, Saddam allowed the inspectors back in, and AFTER THAT, bush invaded on lies about wmds and ties to al qaeda, nothing at all to do with the Resolution, which was moot after Saddam allowed the inspectors back in.
